Strict Constructionists would say......

"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States."

is pretty clear, right?

I'm not sure how they would get around that without a constitutional amendment. For a party who doesn't want the constitution to change, they sure keep trying to change it an awful lot.
